My child is a US citizen, but we do not live in the US. I work in the US (San Diego, California) with a TN visa, and I have a SSN with which I pay federal and state taxes in California.
My question is: For the purpose of paying tuition in a public university, under which category should we apply? As a resident, nonresident, or international.
