Why is the student loan system in the US so antiquated and harsh?

Here's a great article from the NYTimes that points out that the student loan system in the US really _could_ be designed better, in a way that doesn't cause as much suffering: http://www.nytimes.com/2016/07/10/upshot/america-can-fix-its-student-loan-crisis-just-ask-australia.html Basically, if student loans were paid off over 30 years (instead of 10) and defaulted to income-based (and automatically garnished from wages above a baseline), which seems to be the way that student loans are done in most other first world countries, there would be a lot less defaulting, credit history mangling, and suffering.
