Mississippi used to have a rule that participants in that state's prepaid tuition program were entitled to in-state tuition rates. They have closed this loophole, but I'm curious if this rule might survive in any other states.
Obviously it gives savvy parents the ability to simply put their child's tuition money into a special account a year or two before they start college and save a bundle.
I think this feature might have been a part of many state's plans. Does it survive anywhere? (Yes, I know I can spend quite a bit of time on the Internet researching this, but......).
